Om Shanti is a Sanskrit phrase relating to Hinduism, Buddhism, and Jainism. Om is a sound representing the ultimate reality and the essence of existence, while shanti means peace tranquility, harmony.
Om Shanti is chanted at the beginning or the end of prayers, meditations, and sessions of yoga, and it is repeated as a mantra to calm the mind and cultivate inner peace.

In an article I read, the author remarked that in each case the first of the pair was built around the letter ‘i’ – a sound that required less articulation and so was an easy or lazy way into the sound combination.
I am not sure that holds water as an explanation. It may, but look at Om Shanti. Try replacing it with Im Shanti and I think you will find that to say Om Shanti one has to breathe in before making the sound.
And that I think is fundamental.
