Please read this page on Climate Change where I make the argument that even if we were able to wave a magic wand to stop climate change it would not give us a free ride to wreck the planet. Even more, we should stop polluting the planet of and for itself.
That said, the placing of this bench shows something. Plainly, the Local Authority did not think that the River Thames at Ham on the outskirts of London would flood.
